LPRV Aquifer Management: Sensitive Resource


Although the steps to petitioning an aquifer into the Sensitive category are clearly stated in the Ground Water Quality Rule, no one has yet demonstrated that it can happen. The Rathdrum Aquifer was never petitioned into that category, rather it was written into state law as an aquifer already having that status because of its history of being managed as a special resource.

However, like the Rathdrum experience showed, achieving special status cannot happen unless local consensus and support are achieved, first. The situation in the lower Portneuf Valley is that a local group - the Aquifer Protection Working Group - is exploring the pros and cons of adopting Sensitive Resource-like management methods and building awareness at the public and political levels to establish a dialogue leading to consensus.
